Whitelist Destination IBAN

Create a whitelisted destination IBAN container that can be used with Standing Orders for off-ramps. Ensure that the IBAN is valid by using the "Validate SEPA Beneficiary" API and ensure that the IBAN belongs to the verified user (3rd party payments are not allowed currently!)
