By default DEACTIVATED recipients are excluded — pass status explicitly to see them. Use a recipient's id as the beneficiaryId on a payout.

Recipients appear as PENDING until sanctions screening completes, then flip to ACTIVE. Only ACTIVE recipients can be paid.
