Create VASP counterparty user info

Creates a VASP counterparty user-info record (party PII) under a declared VASP counterparty owned by userId/businessId.

Provide self: true for a self-transfer (only accountNumber is kept), or entityType (NATURAL/LEGAL) with the matching party fields. The request field accountNumber is stored as customerIdentificationNumber for NATURAL/LEGAL parties.
